Even in a modern built apartments or houses once the weather turns below freezing can feel glacial and impossible to keep warm. Being Cold and Damp in Portugal is not what you came here for!
Poor levels of insulation, if there is any, badly fitting windows and doors, large open kitchen chimneys all play a part in providing a bleak, chilled place to live. Usually the interior heating system is aimed at providing hot water for bathing and not sized correctly for running all the radiators at once. They are rarely appropriate for getting the living space snug and warm enough to sit in without being wrapped in a blanket.
It often used to baffle me as to why the shops were full of what looked like “polar suitable” pajamas. After staying at a friends home I quickly understood why.

You will probably have an open fireplace even 6 floors up in an apartment block which will transport masses of your warm air straight up the chimney and outside. Great if you want to cook your favorite salt cod dish in the lounge not so good for keeping warm.
Instead of keeping the old heater or buying masses of expensive to run oil filled radiators or bottled gas heaters you should be tackling the real problem for the long term with insulation. Its widely available and cheap.
The issues are of course knowing what should be insulated and what materials you should use.
